Brand new iFive Mini 4S tottaly dead

I've bought an iFive Mini 4S + an Original Protect Case from Gearbest at the end of Nov/17.
Due to several problems/delays at international mail, Brazilian mail and Brazilian custom, believe or not I've only received the product yesterday (Apr, 18th, 2018).
Although I was very excited to use the tablet it doesn't work, since I can't charge it.
Apparently the battery is totally dead. No response at all.
I've tried the original charger/cable and also others chargers/cables for several hours and the tablet dosn't charge!
Now the tablet is permanently plugged to the original charger/cable with no response (I've tested the original charger/cable with other devices and they they are ok).
So I've never used the tablet once since I'received it!
The S/N is CCM10BFI006182.
What should I do, since due to the mail delivery delay it makes me impossible to ask Gearbest for a refund or a tablet exchange?
